MoT Reg 8/2022: Inaportnet - a Centralized System for Ship Services in Port
On April 28th 2022, the Ministry of Transportation of the Republic of Indonesia (“MoT”) issued Minister of Transportation Regulation No. PM 8 of 2022 concerning Procedure for Ships Service through Inaportnet (“Permenhub 8 Tahun 2022”). Inaportnet itself is a single service system for Ships and other ship-related activities that is implemented in an electronic and standardized manner. Although Inaportnet has been established since 2015 through MoT Reg No. PM 157 of 2015 concerning Implementation of Inaportnet for Ships and Goods Service at Ports as amended by MoT Reg No. 192 of 2015, the substance in previous regulations is deemed to be insufficient for the growing need for digitalization in ship services.
Thus, MoT Reg 8/2022 contains a more comprehensive regulation regarding Inaportnet and is expected to answer the urgent need to optimize ship services, as well as to improve competitiveness in ports throughout Indonesia.

Permenhub No 8 Tahun 2022: Sentralisasi Sistem Pelayanan Kapal di Pelabuhan Melalui Inaportnet
Pada 28 April 2022, Kementerian Perhubungan Republik Indonesia menerbitkan Peraturan Menteri Perhubungan No. PM 8 Tahun 2022 tentang Tata Cara Pelayanan Kapal melalui Inaportnet (“Permenhub 8/2022”). Inaportnet sendiri adalah sistem layanan tunggal untuk Kapal dan kegiatan lainnya yang terkait dengan Kapal yang diterapkan secara elektronik dan terstandar. Meskipun Inaportnet telah dibentuk sejak tahun 2015 melalui Permenhub No. PM 157 Tahun 2015 tentang Penerapan Inaportnet untuk Pelayanan Kapal dan Barang di Pelabuhan sebagaimana telah diubah melalui Permenhub No. 192 Tahun 2015, namun ketentuan dalam kedua peraturan tersebut dinilai belum cukup untuk memenuhi kebutuhan digitalisasi untuk pelayanan kapal yang semakin meningkat.
Oleh karena itu, Permenhub 8/2022 memuat pengaturan yang lebih komprehensif terkait Inaportnet dan diharapkan dapat menjawab kebutuhan yang mendesak untuk mengoptimalkan pelayanan kapal, serta meningkatkan daya saing pelabuhan-pelabuhan di seluruh Indonesia.
